The terms and conditions address resort fees but I'm not sure about city tax. My understanding is that the hotel is supposed to provide estimated taxes to Hotwire so they can be factored into the total cost you pay Hotwire. The practice of adding additional taxes at time of checkout is troubling. In the booking process, Hotwire shows you the grand total including taxes and that should be all you pay.
