Absolutely, especially in places that don't see many foreign credit cards. I've encountered staff in various countries who I believe genuinely didn't know what the issue was until they either read the "
customer agrees...." text on the sales voucher or voided the transaction and repeated it slowly, reading everything every step of the way.
I'm confident that
some of those people now offer customers the choice.
