I think it depends on if you get the $ or if it goes as a credit.

It's been close to a decade since I got my first and last scholarship for the U of Waterloo. They gave me a few grand if I chose that school. I never saw a dime of it, but it did reduce my tuition bill. It wasn't taxable in my case. (IIRC). I think if you get cash it's taxable? I dunno.
