It can even vary based on Sale City at point of sale. I have seen I class available on LHR-HKG as available when Sales City is Hong Kong and absent when Sales City is LHR on ITA. This is for exactly the same fare basis code on excatly the same dates with the only difference being Sales City.
But this is part of the normal variation by availability.

I think the OP was asking whether there is some practice of automatically closing certain booking classes merely because of the short time before departure, and the answer to that is no, AFAIK.
