Well, there isn't a "maximum number and type of Cards (they) will approve within the period of a few months" in general. May 2014 I did a 3BM app for 3 AMEX cards. One was instantly approved, and the other two were pending for 5 days, and then approved.

Reading between the lines, I think AMEX is saying they either don't want to, or maybe legally cannot, approve both the regular HH and the Surpass within a short time period. I know they are legally constrained from allowing an "upgrade" from HH to Surpass for the first year after the HH is approved. Whether or not they can approve both as separate apps I don't know.

At any rate, I'm guessing if you'd applied for a SPG or an Everyday card, the conversation would have gone quite differently.
