I applied for the Platinum card on 13/4/15 and I received a phone call this afternoon from Westpac about my application.

I'm clearly not a high roller like yourself even though I have mortgages with two properties with them.
That's what surprised me - I am far from a high roller but received the World card without much of an eye-bat.

I too am awaiting my A$200 advance to show on my account. Suppose it is first day teething issues.
