My only experience with AA international F was on CDG-DFW on the 772 pre-refurb. Good seats, friendly crew, and lots of space. Food, wine, and service were more like business than first. Felt more like J+ than F. The F seat is noticeably better than the slanted J seats, marginally better than the 77W J seat.

I find this is an issue with all US-based airlines, not just AA. The seatbelt sign stays on far longer than foreign carriers would have it, and it's consequently policed much less vigorously.
It's not limited to US-based airlines. Air China leaves the seatbelt sign on the entire flight, only turning it off after the plane arrives at the gate. This applies to USA-China and intra-China flights. Singapore Airlines also leaves the seatbelt sign on most of the flight as well.
