Visa and MasterCard 'debit' cards do NOT except for business debit cards.

So as long as you use your Visa/MC credit card you are covered for physical loss to the rental car. So tell the car rental company to take their overpriced bs insurance and stick it.
As for liability -> your own car insurance follows you to rental cars. Just keep a copy of your insr card with you. Federal law immunizes car rental companies from liability caused by renters, and this federal law pre-empts state vicarious liability laws. It's known as the "graves act" look it up.
There are also so many loopholes for coverage in those car rental inr policies they will never pay anyway. For example, if your rental car is stolen but the car keys are not on your person, sorry no coverage.
