I am TB Gold and was recently looking at allowance and saw this which confuses me

So I thought that I was allowed 1 piece at 23kg without status but this chart seems to say that no matter your status with air berlin you are allowed 2 free bags of up to 32kg?? (3 if platinum)

Can anyone confirm this? It seems really generous and also surprising that silver and bronze get the same allowance as Gold...
