I would love to see stats on how often valet bags are sent to carousel. My experience has been that this is a frequent pmAA practice but rare for pmUS. (e.g. pmUS only sent to carousel when the ramp closed for lightning AND no connecting pax)
I was on the pmUS contract at KCLE. Most of those events happened either on the weekends and/or during a quick turn when we knew there were no connecting pax. "Gates" would be the yes/no on that (presumably after checking the manifest). Sometimes we would do it on the last flight of the night if we were shorthanded, but that was very rare.
