Since they were going to strip search her (as well as doing medical procedures), whether she consented or not--why would she not consent?
As it turned out she was doubly zapped: (1)body violation, (2)$5000+ bill.
Why should she have consented to such invasive procedures? Consent may have weakend any recourse available after the fact.
