I can add to this since I worked as a ramp rat at KCLE. Regarding valet bags, there were times due to a flight arriving late (necessitating a quick turn) or due to the pax just leaving the bridge before we offloaded where we sent the valet bags down to the baggage carousel with the checked bags. We usually only sent yellow valet-tagged bags down in those instances; the blue valet-tagged bags went up to the jetbridge at first. If the passenger didn't collect it there, we sent it down as well....
What if someone is connecting? This person would have to go to collect bag and re-clear security? Sounds like an exceptional and VERY rare thing to happen (that a bag with a valet tag - no flight info, name, destination, etc - ends up in the carousel). And if the bag got a tag with destination, flight number, etc, then it was not valet but a regular checked bag.
