As a separate product she could apply for Surpass. I asked about that before here on Forum and I got answer that she can apply.
I see. In your original post Amex said, "The reason for our decision is that you have reached the maximum number and type of Cards that we will approve within the period of a few months." This gives me the impression that Amex will only approve 2 travel co-branded cards in probably a 6 month period. It certainly wouldn't hurt to call and inquire with a CSR. I have never had a bad experience talking with them.
