My wife was just denied for Amex Surpass with this explanation:
"The reason for our decision is that you have reached the maximum number and type of Cards that we will approve within the period of a few months."
She has only 2 Amex cards (regular SPG and no fee HH). Both cards were approved in February.
You can not upgrade the no fee Hilton to a Surpass Hilton for 13 months because of the annual fee charged for the Surpass. They must follow the law passed on credit cards a few years ago.
