My wife was just denied for Amex Surpass with this explanation:
"The reason for our decision is that you have reached the maximum number and type of Cards that we will approve within the period of a few months."

She has only 2 Amex cards (regular SPG and no fee HH). Both cards were approved in February.
Is this automatic denial has something with no fee HH, or Amex has some other rule like Citi 60 days (her last Amex application was more than 60 days ago).
