BA set those WT+ fares, and relatively few of them could be called "ridiculously cheap". There was also the extra YQ to be paid when you UuAed to CW.

UuA to CW may have been attractive to some, but that process locked in a good number of customers and BA can't have been that unhappy with it or they wouldn't have kept it going for all those years.
