Chase doubled my limit within the first week because I was already bumping my head on it when trying to buy laptops for the office. I'd applied for both CSP & Freedom in the same month... Got the CSP first... about a month later they gave me the Freedom with an even higher limit than the CSP, after the CSP limit had been doubled. Well-worth the double INQs.
Some of us already have massive credit lines with Chase. Auto CLIs don't happen, regardless of spending levels, and all new account requests are generally manually reviewed.
