We often fly with wheelchair. In some cases, having wheelchair does not let us choose the particular seat. My guess and observation is that the gate agent likes to assign the seat manually in this cases. Think that they want to put your MIL into a seat where he/she (I do not know what gender MIL is... or what MIL is) would not need to walk too much.
