Dollar in CA and liability coverage

Does Dollar provide minimum liability coverage in CA? I'm asking because I was under the impression that many car rental agencies only give you the car, and everything else is optional. Usually that wouldn't be a problem because I have my own car insurance covering the liability portion of the rental, and a variety of MC, VISA, or Amex to cover the LDW. However, for a couple of months I will be on the mainland and Europe, and in between cars (i.e., I'm selling my current car in a few weeks and not buying a new one for a while). So, I still don't want to get the LDW ('cause it's covered by any of my cards), but I'd like to know if I'm covered for at least minimum liability.
