It really varies by country to country. HIX Shanghai Putuo gave me slippers, but, the EU HIX's I've been to, don't. Most European HIX have the soap dispensers (some HI's do as well), the US ones I've visited don't. I'm guessing it has more to do with the Franchise ownership financial decision, than any set policy.
