Have to account for local custom. Average US traveler would consider the dispensers unhygenic and it would be a substantial negative. Yes, the minis cost more, but not that much more and when it comes to brand damage, the small stuff can matter.

So long as the brand standards are pretty much the same across a market, it doesn't really matter what they are somewhere else.
