Doesn't make sense. HIX in the States should have the dispensers on the wall as well for environmental reasons. Plus it's cheaper.

Oh, I see -- that wouldn't be accepted by the average American traveller... And here's your reason already: they need to adapt to the local customs, even if the local customs are environmentally damaging and cost more.
