If you're paying any fees as a U.S. citizen, it's your choice. (I'm still looking for an equivalent in Canada, but haven't had any luck yet.)
As I said, mine does reimburse ATM fees. It is the bank that owns the ATM that charges the fees, not usually the persons bank. And just about every bank ATM charges fees to use their ATM if you don't have an account at that bank, that is the American way. That's why I bank at a Credit Union and not a traditional bank. Don't like paying all the fees most traditional banks charge.
And this really has nothing to do with UA.
