It is all about fees. Not your bank, you pay a fee to get money even if on the same network. My bank reimburses the fees as long as I meet a couple easy criteria that month.
Get a better bank. Many charge no fees and reimburse all fees charged by the owning ATM.
If you're paying any fees as a U.S. citizen, it's your choice. (I'm still looking for an equivalent in Canada, but haven't had any luck yet.)
