It should not be done and even BA agents won't (should not) do it. There is no one at BA who can waive this requirement.
And it's not just that BA does not allow using its stock for ticketing itineraries with no BA sectors (with the mentioned exceptions), other airlines also have requirements in the fare rules whose stock can be used for ticketing. There are some AA/US fares that can only be ticketed on AA/US stock regardless of the fact that BA allows ticketing solely AA/US itineraries on its stock.
Noncompliance with BA ticketing rules costs 100GBP.
