I do this all the time and have never had a problem. It's technically far outside the size range of a carry-on, but the tube easily fits behind or on top of roller bags in the overhead bin and FAs don't seem to have a problem with it. I wouldn't ask for permission ahead of time since that might make the gate agents think about it too much and make you check it.
