If they are both US Airways and on mainline planes most likely you'll be in the A Concourse but there is always a chance you are in B which is a slightly longer walk than lower A to upper A.
Lower A to lower B is the same as lower A to upper A. Lower A is right in the middle of lower B and upper A.

At a leisurely stroll for many people. I know this will depend on each individual but I think it is fair to say that the average person in average shape can do this in a lot less than 15 minutes. There's moving walkways pretty much the whole way between piers and there are often carts waiting to take people.
I'm no Olympic athlete and on occasion where the A, B, and C security had long lines, I've gone through D security and walked all the way around to the A gates in 15 minutes.
