Strange answer, the rental car agencies change locations on any given day? For the past decade they have either been located in the terminal or at a nearby location that you had to take a shuttle too. How are people who travel through TLV not qualified to answer if this has recently changed?
As for picking up AFAIK all the major and not non-Airport based rentals p/u at T3. Its the drop-off where things change. I knew Avis is drop off @ T3 but seems Joshwex says Eldan is also d/o @ T3. I know Hertz and the others besides those 2 is d/o@ T1. Actually its not bad if coming from Yeru as I take the exit B4 BG (Rt 40) get in the left lane and make the turn at the 2nd light (I believe) or right after the Paz gas tanks on the leftside, stay to your left and enter the check point then look for the orange signs to see where to turn left into the road that leads to the d/o area. Its alot faster then using the reg BG exit and driving all over to get there
