Are taxes and fees paid on a UA ticket always refundable?

Could not find a separate thread on this. I bought three tickets for EWR-MXP in October a while back. It looks like we won't be able to go. This is what my receipts says:

"The airfare you paid on this itinerary totals: 726.00 USD
The taxes, fees, and surcharges paid total: 857.40 USD
Fare Rules: Additional charges may apply for changes in addition to any fare rules listed.

-REFUNDABLE/CXLFEE/CHGFEE"

Should I get $857.40 back if I cancel this itinerary? I did not download the fare rules for this ticket. I called the 1K desk and the agent told me that I would get only $683.40 ($726.00+$857.40-$300*3). The $300*3 is the cancellation penalty. I thought that taxes are always refundable or does the $300 per ticket cancellation fee prevail in this case?
