As it's targeted at NZ Elite, means said person already have *A lounge access and whatnot, and most likely won't even touch the Priority Pass lounge access which is one of the highlights of the World Card (and most NZ/*A lounges are superior to Priority Pass lounges offerings anyways). Does it mean Westpac actually don't be charged back for using said lounges and so, cost them nothing to make such an offer?
I don't think banks can really make much money out of this huge competition which is probably why BNZ pulled out. Banks are not only paying for APD but SP as well. Perhaps they are banking on you bringing the rest of your banking, insurance, etc under the same roof.

NZ after screwing frequent flyers are now screwing all the banks. Monopoly is scary.
