It'll very much depend on your financial situation and credit score.
I know that CIBC used to allow customers to get the Aerogold Visa card (which was very similar to the current Aerogold Infinite Card) as a secured credit card (i.e. you deposited $$$$ into a savings account and that was your credit limit), I'd assume that's still possible, but not sure. Of course this may only apply if you have other account with CIBC / know one of the bank employees who's willing to go through the trouble.
The same may be true for TD.
Alternatively you could try applying for one of the basic Amex cards since Amex MR points can be converted to AE miles.
