1. A cab to anywhere the OP wants to go would be $30 minimum each way. There is a tariff at LAX, allowing only licensed cabs to pick up. Uber still can't. That's why cab fare almost anywhere out of the airport is so expensive.

2. Cheap car rentals can be found at most airports, including LAX. Taking a cab still requires storing his luggage.

3. "People don't swim at beaches in CA"? Seriously? Ever been here? I wasn't aware of that restriction when I took a quick dive into the surf at Laguna yesterday. Nice cool-off!
