I prefer the upper deck. I like the storage bins beside the window seats, and with only 20 seats and 2 cabin crew the service is good. Given my choice, I would pick upper deck every time. If you don't have status, the seats up there cost more to reserve, so that could be why not as many are picked at the moment.
