As it's an international flight, the Montreal Convention applies. AC are on the hook for replacement items you buy, up 1131 Special Drawing Rights (a strange IMF currency unit), or about C$ 1900. Don't let them try and convince you anything other than that, and if you have issues with Air Canada, just open a case with the Canadian Transportation Agency. At 21 days the bag (even if delivered) is considered permanently lost; and you can replace EVERYTHING in the bag.

Just keep all your receipts.

And again, if they even blink in the wrong direction, open a case with the CTA.
