I'm not sure the VN government recognizes the concept of "overseas" Vietnamese. Even if you renounce your citizenship for a new country, they still consider you Vietnamese. A few years ago they began to accept dual citizenship as legit. In any event, I had to submit proof of status for my wife (passport), son (birth certificate), and self (marriage license) at the NY consulate to get the visa waivers. So YMMV.
