Ouch. I'd say borderline... immigrations at NRT can be a hit or miss when it comes to how busy it is. I've stood in line for an hour onetime, and 10 minutes at another. 19:10 may be one of the busier times, in my experience. I'd say at the very least plan for 30 min at immigrations, and hopefully your luggage will be out by then so you can exit customs immediately after clearing immigrations. Do you have elite status with AF? Or business class? Either of those would help a little, since you could either get off the plane earlier since you'd be up front, or elite status would give you at least priority baggage and that would come out earlier.
I'm assuming you are connecting HND for a domestic flight, so you should be able to push it in terms of getting there close to departure time.
Borderline, but doable! All depends on immigrations.
