Yes. Last time I tried a US->US itinerary through YVR on AC, the SEA agents wouldn't even let me check in for both segments, so I had to claim my bags, take them upstairs, and check them in. They don't make it easy to fly such, because such itinerary is actually illegal (cabotage).
