It is obviously a lapse in service standards if F or J passengers are not offered drinks, supplied with relevant cutlery, etc.

However, I can think of several ways it can happen, all quite plausible and not signs of some total failure of BA crew to provide any service:

With F-as-J, the person bringing the meal may have assumed there would be a trolley coming soon behind them offering drinks, forgetting that everything has to be done by hand there. Or they may have been interrupted with something else, becoming task-saturated and failing to complete all tasks - not ideal, but all people are vulnerable to this as it is part of how our brains work. Or there may have been confusion where two crew members each thought the other was doing something like bringing the passenger a drink.

I feel a reasonable reaction is to use the call bell and make a polite request, at least the first time it happens. One-off mistakes should gently corrected, as in most areas of life.

(And then there are the crews, on various airlines, who just ignore the passengers all the time, but that's a different problem, wilful negligence).
