I called National. There is no way the agent knew of to redeem National vouchers on anything other than National. Aka, you can't even redeem them on Enterprise, not even Enterprise in USA. And this of course means, no Maggiore in Italy. And not even Enterprise at the Barcelona El Prat airport.

I have about 2 weeks worth of rentals that I have no use for now. This is disappointing.
