I had one last year that was international, where OLCI wouldn't work and the kiosk was prompting for visa verification to a country that didn't require a visa for U.S. passports.
I had to direct the agent to the Timatic display that was on the agent interface of the kiosk so she could read the part that says no visa required for U.S. citizens.

Nobody knows what the UA computers do, so the usual United M.O. is to fabricate some sort of rationale that justifies what the computer just did. You can call a fourth time and you'll either get one of the three (3) previous answers, or maybe even a new fourth answer.
