I know someone with a 30 year old DUI conviction who was denied for GE, but approved for PreCheck.

The big difference between the two individuals is that the first one is a frequent international business traveler, and the second is an occasional international leisure traveler. I have no idea if that actually made a difference in CBP's decisions, though.
