It is not really known if that is still a benefit. It hasn't been mentioned anywhere in a long time.
Even if it does still exist, it is only a tiebreaker after medallion level AND fare class. It will never cause a lower tier medallion to be prioritized above a higher tier medallion. The most it can do if you're a GM on a T fare is put you above other GMs on a T fare that don't have the card.
