The restriction is not on the AM page on DL.com but is on the AF and KL pages.

I would assume that any changes that are to be made will take some time to implement.

Delta has offered charter service to HAV before as does AA from MIA so US airlines have been serving the country for quite some time. However, there were (are) restrictions on who can purchase tickets on these flights.
