Is this stealing? Do hotel managers consider taking toiletries is stealing? or it is 'included' in the rate, as it is to use tap water, toilet paper or recharging the phone with the AC power?
Stealing would be unscrewing the water taps and power outlets to bring home. Taking a partly used soap/schampoo bottle etc. spares the hotel some waste, and the occasional unused soap or schampoo is propably budgeted by the hotel, If, as mentioned above, staying a fortnight and regularly bagging everything in the bathroom is IMHO just like taking a roll of toilet paper - cheap.
