The flights to the Highlands and Islands are never available for redemption. I check every month or so to see if the situation has changed, but it appears that the Loganair flights are not redeemable with Avios.

Using Avios.com will not help.

Some of the Loganair flights are reasonably priced in cash via the Flybe site, however.
