Well if it's a US hotel, they don't really check ID before you get to the room. So, once B Clinton checks in, H Clinton can step out of the car and go to the room. If it's an international property, this might be an issue.
That said, I've made a reservation for my parents under my account (my name was on the reservation and I didn't select "make reservation for another" as I wanted to get stay credit) but under the notes I put both my parents name as the ones who would be checking in and I also emailed the hotel and let them know of this.
