If you are referring to Natomas Target, near Sacramento, yes I've had the exact same experience there. Local store manager thing, only place I've ever encountered it. Forget it and move on.
If you happen to live near there and it's your only easy option then keep it under the radar. Single card at a time, smaller amounts that won't call for last 4 digits check, pull it out and swipe it fast then right back in your pocket.
