As far as outstations go, I've found USA airport staff brusque and abrupt, almost as if the passenger in the wheelchair is cargo (JFK and BOS).
At LAX last week we sat by an empty gate, waiting for a flight. There was a large group of special assistance 'gals' in their uniforms on a break, hiding behind one of the huge AA signs by the gates. All were playing on their mobile phones, and when the supervisor(?) came on the 2-way radio pleading for at leats one of them to come and do their jobs, they all just shook their heads and laughed
