Pick up your bags, go upstairs and check in for international, then through passport control, very easy, as the terminal cebu uses t3 is not busy ...the problems only start if your flying from a different terminal...ps, get your duty free spirits in one of the numerous supermarkets or shopping malls, avoid the crazy airport prices
