Based on the above, I assume I'll be able to leave the airport for my 10.5 hour transit layover in Urumqi? Similar circumstances and I note the mention of 'all airports in China' but want to be safe. USA citizen here if that affects anything.

Specifically, I'm travelling TPE-URC, URC-ISB, changing carriers from CI to CZ - I just am unsure if any special restrictions apply to Urumqi and appreciate any insights
